May i ask u why would we linux players need our own CSM? I mean there's no native client anyways and CCP not planning on porting EVE and it works almost perfect under wine. So once again, Why?

uhm. Srsly it's not the right behavior so it's a problem, but i think it might be memory or disk related. If you have spare just try switching ram or try moving eve wine prefix to another disk and see what happens.

My best bet would be onboard gfx. Guess it's Intel GMA card (or how's it called) which have problems in wine afaik. Tried looking on wine appdb if someone had this problem before? Have you tried older wine version? 1.3.28 or 27

There's a .NET implementation for linux called Mono, afaik. Also iirc there was a thread about running EveMon with Mono under linux on Battleclinic EveMon section.
